POSITION OVERVIEW
The Senior Procurement Officer will report to the Administration
and Operations Manager. He or she will be responsible for coordinating
procurement orders with relevant departments and programs to ensure that the
correct commodities are requested and that requesters receive their goods and
services on schedule. By establishing efficient procurement planning and
management, the position holder will be held accountable for providing timely,
efficient, and responsible procurement support to the field offices.
KEY AREAS OF ACCOUNTABILITY.
STRATEGIC/LEADERSHIP
• Assist the Administration and Operations Manager in developing
and implementing cost-effective supply chain management strategies, including
planning, order management, procurement policy, and requisitioning procedures
by FHI360 policies and regulations.
• Review and update supply chain policies and procedures aligned
with FHI360's strategic objectives, core values, and policy.
• Contribute to and review procurement plans to ensure accurate
and realistic budgets.
TECHNICAL/OPERATION
• Ensure purchase complies with FHI360 and donor policies and
procedures, and records are filed systematically for a clear audit trail.
• Manage procurement processes to guarantee compliance and
timely delivery of products and services.
• Prepared and organized tender paperwork, ads, contract
agreements, and other materials for Procurement Tendering Committee meetings.
• Periodic market assessments, gathering data from market and
peer agencies.
• Assist customers with procurement planning and timely document
submission, including clear specifications, financial codes, and
authorization.
• Conduct market research, create a supplier database, and
initiate tender processes for standard items to build standard contracts with
dealers and committed suppliers.
• Manage tender processes and contracts.
• Collaborating with stakeholders to develop specifications and
decision-making criteria for all tenders
• Negotiating organizational Terms and Conditions, including
legal elements, with suppliers.
• Assist the country procurement manager in creating key
performance indicators (KPIs) for all contracts to maximize FHI360's profits
(e.g., pricing, lead and delivery times, service quality, and product quality).
• Monitoring vendors against KPIs and addressing performance
gaps.
• \tManage the Supplier Database, including registering new
suppliers and identifying those who should be 'blacklisted'.
• Ensure procurement records are properly documented for audits
and follow-up purposes.
• Maintaining the financial scheme of delegation and adhering to
purchase thresholds.
Ensure significant cost savings for the organization, the donor,
and the beneficiaries through:
• Conduct due diligence and risk assessments by
corporate policies.
• Create monthly and quarterly management information reports,
analyze data, and provide recommendations to improve procurement service
efficiency.
• Ensure vendors understand FHI360 ideals and follow with
agreements.
CAPACITY BUILDING
• Develop procurement team capacity through effective training,
performance management, and development plans.
REPORTING
• Submit monthly procurement tracker and update reports to the
country's Administration and Operations Manager and Director. The tracker sheet
should also be shared with the necessary staff members, and work proactively to
obtain feedback from field offices.

Education:
• BA/BSC in management, procurement, or related subjects.
Experience:
• Requires 5+ years of procurement and administrative support
experience.
• Extensive expertise in international procurement and contract
management, with the ability to analyze trends and design solutions to address
gaps.
• Strong preference for diploma or certificate courses in
logistics and supply chain.
• Proven experience in logistics for INGOs' worldwide
development and emergency programs.
• Understanding compliance requirements for logistics and
procurement with important institutional donors.
• Strong interpersonal and communication abilities, including
influencing, negotiating, and coaching.
• Demonstrated ability to analyze difficult situations, define a
clear path ahead, and gain buy-in from stakeholders.
• Adhere to FHI360 values.
• Willingness to adjust work methods and hours during emergencies,
including short-term and extended travel.
• Demonstrates strong organizational skills, including the
ability to create filing systems and databases for auditing purposes.
• Proficient in computer applications such as Word, Excel, and
PowerPoint.

• Ability to focus on a computer screen for extended periods and do repetitive typing tasks.

Technology To Be Used:
• Requirements include personal computer/laptop, Microsoft apps

regular office equipment.
