The Project Officer is in charge of the planning,
implementation, monitoring, reporting, and evaluation of the emergency project
titled "SAFE Tigray" in Adwa, Tigray region, Ethiopia.
The Ethiopian Centre for Disability and Development (ECDD)
In 2005, a group of Ethiopians met to examine ways to better
fulfill the needs of people with disabilities in Ethiopia and ensure their
access to mainstream service delivery and development activities. They resolved
to establish a new form of Ethiopian organization that would advocate and
encourage disability inclusion without offering disability or rehabilitation
services to people. They resolved to establish an organization whose structure
and operations reflected certain key values: majority governance by people with
disabilities and their families, gender equality, and positive bias
(affirmative action) in staff hiring. Finally, rather than forming a membership
club for people with disabilities, they chose to form an association made up of
notable individuals, both professionals with and without impairments, half of
whom were women, and who represented many areas of society.
About the Ethiopian Centre for Disability
Thus, the Ethiopian Center for Disability and Development (ECDD) was established and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, the Charities and Societies Agency re-registered ECDD on December 6, 2012, as an Ethiopian Residents Charity (Registration No. 0321). By 2012, the ECDD Association had over 60 members and 18 full-time workers, more than half of whom were disabled. Today, ECDD employs over 100 people, with branch offices in Mekele, Tigray Region, and Hawassa in Southern Nations, Nationalities, and Peoples' Regional States, as well as Local Disability Advisors in Afar, Somali, and Oromo Regional States.
Core Functions and Responsibilities
Support the coordination and execution of all assigned project
activities as defined in the full implementation plan, by ECDD
program quality principles and standards, donor requirements, and best
practices.
Work closely with and give technical advice on disability
mainstreaming to cooperating government entities, project consortium partners,
and CSO partners delivering humanitarian aid in the target region.
Create or build strong networks with important partners involved
in humanitarian aid at the national level and in the impacted areas.
Design and conduct workshops and capacity-building trainings on
disability-inclusive humanitarian action, as well as provide training materials
and checklists for disability-inclusive humanitarian support, with a focus on
IDP and refugee camps and local populations.
Create speedy assessment tools and new activities to enable
disability-inclusive humanitarian and disaster assistance efforts.
Organize disability-inclusive awareness training and activities
in partnership with OPDs for personnel working on humanitarian assistance
programs in IDP and refugee camps.
Represent ECDD and the inclusive humanitarian relief and
emergency response initiative in the target area's government and
non-governmental organizations.
Prepare and submit performance reports on time to the Project
Coordinator, funding partners, and key government signatories, including but
not limited to the Bureaus of Women and Social Affairs.
Ensure the quality and efficacy of the emergency response to
ECDD.
Lessons learned are collected and analyzed, and they help to
shape best practices and standards for long-term emergency interventions.
Perform frequent post-distribution monitoring and cash movement
tracking.
Ensure that project workers and partners follow the ECDD Child
and Adults-at-Risk Policy, in cooperation with the ECDD Safeguarding Focal
Person.
Monitor and assess
progress toward project outcomes, and give data and information to the ECDD
M&E Coordinator.
Keep adequate
documentation of the project's implementation and outcomes, including case
studies and best practices.
Undertake any other responsibilities given by the Project
Coordinator, Program Director, Deputy Program Director, and/or Executive
Director.
Education: a minimum BA degree in Social Studies, Development
Studies, Economics, or any similar social scientific discipline.
At least two years of professional experience in humanitarian
and emergency aid programs.
Previous experience giving humanitarian assistance to people with
disabilities and other vulnerable populations is extremely advantageous.
Strong grasp of protection challenges in conflict and long-term
emergency contexts, as well as knowledge of and commitment to basic
humanitarian norms, principles, instruments, frameworks, protocols, and codes
of conduct that regulate humanitarian operations.
Prior experience directing quick assessment, proposal creation,
and project management.
Previous professional experience collaborating with people with
disabilities and their organizations is preferred.
Languages
Fluency in both written and spoken English, as well as Tigrigna, is necessary.
Knowledge of Amharic is a benefit.
Skills

- Ability to implement important protection principles and frameworks.
