The Indigenous, non-governmental, nonprofit Common Vision for Development Association (CVDA) provides humanitarian aid. On October 28, 2005, a committed group of people with various social, professional, religious, and economic backgrounds founded it.



According to the Charities and Societies Proclamation No. 621/2009 with registration No. 0588, the Ethiopian Ministry of Justice, Charities and Societies Agency, reregistered and approved CVDA on November 30, 2009, as an Ethiopian residents charity. It is authorized to operate at the national level; however, as of right now, it only serves a portion of Benshangule Gumuz Region, SNNPR (Hawassa, Yirgalem, Dilla, Yergachefe, Aletawondo, Wondo Genet, Chuko, Bule, Goreche, and Gumer), Oromia Region, West Showa Zone (Muger), Borena Zone (Hageremaireyam, Yabello & Moyale), Guji Zone (Adola, Shakiso & Borena Negele), West Arsi Zone (Shashemene, Arsi Negele, Adaba, Nensebo, Kokosa, Shala, Siraro, and Kore woredas), Afar Region; Zone 5; Delifage, Dewe, Telalek, Hadele Ele, and Sumu Robi; Zone 3; Gewane and Gelalo and City Government of Addis Ababa




It is a part of the Afar Region Health Partner Forum, the Ethiopian Extractive Industries Transparency Initiative (EEITI), the Consortium of Reproductive Health Association (CORHA), the Union of Ethiopian Women Charitable Association (UEWCA), and the Ethiopia Civil Society Coalition for Scaling up Nutrition (ECSC-SUN).

Principal Achievements



In partnership with many stakeholders, CVDA has successfully carried out several projects related to food security, environmental preservation, income generation, and HIV/AIDS. Extremely degraded land was restored through soil and water conservation measures, area enclosure, vetiver grass and native tree planting, gabion establishment, stone and soil bund establishment, introduction of conservation agriculture, introduction and establishment of biogas technology, establishment of fuel wood-saving stoves at the household level, development of spring water, and establishment of washing stands and showers.



Beekeeping, chicken farms, fruit tree plantations (apples, mangoes, and oranges), vegetable gardens, false banana plantations, and vetiver grass banks have all enhanced the target group's food security and income. Other groups started collective and individual businesses, including hair salons, tea rooms, distribution of sugar and edible oils, dairy farms, stone production, shower rooms, and so on. Target groups and the general public were made aware of HIV prevention, care and support programs, living with HIV, counseling services, strengthening the economy, improving dietary balance, engaging in income-generating activities, and gaining access to clinical services through referral links.

Since its founding, more than 52 projects have been carried out in various woredas and regions. In 2019–20, it employed 74 full-time staff members and roughly 1630 volunteers.



Overview



To achieve the three 95 targets/goals, the purpose of the USAID-funded HIV Prevention Care and Treatment Services is to improve local HIV epidemic management. HIV mitigation services for children at risk focus on case finding and linking undiagnosed children living with HIV to treatment, enhancing health outcomes by suppressing HIV viral load, and establishing social norms in the community, family, and interpersonal spheres to prevent HIV and violence in children aged 10 to 14.



The USAID Family Focused HIV Prevention, Care, and Treatment Service grant signifies a move away from OVC and HIV Care and treatment as two distinct initiatives and toward an integrated program. to assist HIV-positive families that have recently received a diagnosis, are at high risk of not achieving viral suppression, or both. Therefore, the task assigned to this TOR is to hire OVC Health Linkage Coordinators to supervise SSW with health-related tasks and to closely monitor OVC HIVSTAT clinical cascades at the implementation site.



Tasks and Accountabilities



SUMMARY OF JOB



Program data management is the responsibility of the Planning, Monitoring, Evaluation, and Communication Officer (PMECO) in the context of Family Focused HIV Prevention, Care and Treatment Services of Addis Ababa, Sidama Region, and SNNPR CVDA. The PMEC officer provides support in designing the M&E framework and developing data-gathering methods that align with the project's requirements. In Addis Ababa, SNNPR, and the Sidam Region, the PMEC officer oversees and directs data quality assurance efforts and makes sure that timely quality reports are submitted. The PMEC officer is expected to create the project's M&E tools and use them effectively, drawing on Project Hope CHCT's experience. The PMEC officer takes a proactive role in helping the project's community structures and GoE improves their monitoring and evaluation system's capacity. The PMEC officer will oversee PMEC activities in all Addis Ababa, Sidam Region, and SNNPR operational locations in coordination with the Senior PMEC Manager and technical teams. The officers are generally required to improve the project's monitoring and evaluation (M&E) system to record, report, and produce evidence that is specific to community-based testing, care, and support. In general, this job will help document, report, and distribute the project's plan to meet the "95-95-95" goals.



PARTICULAR OBLIGATIONS



Complete all routine data gathering, data cleaning, data compilation, and data submission tasks related to programming.

Provide target site data in compliance with predetermined reporting formats and timeliness.

Make sure the SNNPR project staff submits their monthly and quarterly reports on schedule. Give comments and make sure the revisions are made based on the feedback.

As needed, distribute the project staff's standard PMEC tool as well as the data collecting and reporting format to additional community-level structures;

Encourage the implementation and appropriate application of cutting-edge electronic data collection systems and protocols (CommCare);

assist the PMEC Manager in organizing the archiving and CVDA filing of all project-related data;

Train project staff, the public and private sectors, NGOs and their network facilities, regional HAPCOs and RHBs, and other partners in M&E-related matters. Also, provide technical support and capacity training.

assist in organizing and carrying out data quality audits and cross-functional supporting supervision among all partners in the region/corridor;

Engage in active participation in data cleansing, aggregation, and reporting during monthly, quarterly, semi-annual, and yearly reporting periods under the direction of the Senior PMEC Manager;

assist the MEQM team and the senior PMEC manager in planning, executing, and overseeing a variety of events, including training, review meetings, visits from supportive supervision, SIMS visits, RDQA, and CommCare rollout;

Give regular data analysis and input to partners and regional project officials;

Oversee the routine SIMS implementation and Data Quality Assurance (DQA) exercises. Woredas

Perform periodic data quality audits and verifications every month, give staff members at the site feedback, and create RDQA reports regularly to be sent to CVDA management;

Make sure that data and best practices are appropriately documented at all levels in paper copy and electronic copy;

Help with data input on USAID DATIM for the M&E Manager and the data clerk/management specialist;
