Job opportunities for Ethiopian refugees
Experts at the federal office in charge of refugee issues have drafted legislation that would allow asylum seekers and officially recognized refugees to get work licenses, own property, and create enterprises.
The federal Refugees and Returnees Service (RRS) has completed the 'Directive to Implement Working Rights of Recognized Refugees and Returnees'. According to the Act's preamble, "the existing proclamation and legislation introduced to determine the work rights of refugees and returnees allows more rights to foreign refugees." As a result, it requires balancing with current upgrades.
The Service establishes a set of requirements that a recognized refugee or asylum seeker must meet to be eligible for property ownership or a work permit. To be eligible to purchase property, the individual must be a member of a co-developed housing project and have resided in Ethiopia for at least three years. A refugee or asylum seeker who is awaiting legal recognition, or who has a criminal record, is disqualified.
According to the draft, after a refugee or asylum seeker has secured property, they will be able to migrate from one location to another. RRS also forbids refugees who have obtained access to property by becoming members of an Ethiopian family from utilizing their residence permits to work.
The Service considers revoking the licenses of refugees and asylum seekers who fail to occupy any property they own for three consecutive months. A revocation is also an option in the event that RRS
If a registered refugee or asylum seeker marries an Ethiopian citizen, the foreigner may engage in a variety of local initiatives without having to meet severe conditions.
The proposal states that recognized refugees and asylum seekers can get a business license and form private limited companies (PLCs) or other types of enterprises after meeting other regular trade conditions such as acquiring a tax identification number. However, dissolving the firm may result in the revocation of the business license by the Ministry of Trade and Regional Integration.
Work permits may also be canceled if the holder is discovered to be performing work beyond the scope of the permission if the employer closes the firm if the permit has expired for more than three months, or if there is proof of fraud in acquiring the permit.
RRS will force refugees and asylum seekers to renew work permits at least a month before they expire, and those who fail to do so will face a fee equivalent to the cost of renewal.
The Service bans refugees and asylum seekers from taking any sort of employment without prior approval, and companies and organizations are prohibited from recruiting refugees and asylum seekers for jobs outside of the scope approved by RRS. Before hiring, employers must register extensive information about the potential employee.
The draft requires companies to alert the Ministry of Labor and Skills if a refugee or asylum seeker fails to show up at work for five days.
