I. OVERVIEW
The Ethiopian Center for Disability and Development (ECDD) is a development organization that was founded in Ethiopia and was reregistered under Proclamation 1113/2019 as an Ethiopian Development Civil Society Organization with Certificate 0321 by the Authority for Civil Society Organizations. In an inclusive Ethiopia where people with disabilities exercise their rights and have access to the same opportunities and services as other citizens, ECDD is collaborating with other organizations to support and facilitate the inclusion of people with disabilities and disability issues in mainstream service delivery and development programs. In an inclusive Ethiopia, as envisioned by ECDD, all children, youth, and adults with disabilities—regardless of gender or type of disability—as well as their families and caregivers, will have equal rights and access to the same social, educational, and health services, employment opportunities, and training as other members of the public.
Overview
The Ethiopian Commission on Disability and Development (ECDD) seeks to bring on a service provider for "Audible Traffic Signals in Addis Ababa and Tactile Marks Underneath" as part of the Advancing Disability Voices, Rights Advocacy, and National Coordination. In order to provide the devices listed below together with the audio signals, ECDD is collaborating with the Addis Abeba Traffic Management Agency and is seeking a competent and interested source.

Accessible Pedestrian Signals must be yellow in color and adhere to Caltrans Standard Plans Type B requirements. A 4-wire connection must be used to link the APS unit to a power and control unit that is housed within the corresponding pedestrian signal enclosure. The street name must appear on the sign plate in both Amharic and English, and it must typically follow the 2006 California Manual on Uniform Traffic Control Devices, MUTCD Sign Code standard. Special voice message features that support Unicode must be included in the APS unit. The pushbutton itself must meet the following requirements: it must be vibrotactile with an elevated directional arrow, manufactured of cast aluminum and hard nickel plating, vandal resistant, ADA compliant, and have a minimum 2" diameter.

Time spent on the task
After the agreement is signed, the service must be finished in three weeks.
Payment method:
The payment for the service will be made in three stages. Upon the service provider and ECDD executing an agreement, the first part of the payment will be 30%. The remaining thirty percent is paid when the devices are installed and equipped with the appropriate signs and messages for those blind or visually impaired. After ECDD and the Addis Ababa Traffic Management Agency have approved the quality of the work, the third payment will be 40% of the total agreed upon sum.
The prerequisites are as follows:
- An organization that complies with Ethiopian business legislation and is duly registered,
- A business that has updated its license to do business,
- a reputable business doing comparable tasks.
- The financial proposal will carry 30% of the weight, while the technical proposal will weigh 70%.
