INTRODUCTION





Since 1997, the Danish Refugee Council (DRC), an international nongovernmental organization (NGO), has provided humanitarian and development assistance in the Horn of Africa. The Democratic Republic of the Congo encourages and supports solutions to challenges encountered by refugees, internally displaced persons (IDPs), and migrants. The group has offices around the area and has operated in Ethiopia since 2009. DRC is currently implementing a range of activities in Ethiopia and Djibouti with funding from bilateral and multilateral donors, including WASH and shelter provision, child and youth protection, gender-based violence response, migration risk awareness, migration route protection monitoring, and livelihood support for returning migrants or those at risk of migration.

The overall purpose of the role:

The Agriculture, NRM, and DRM Officer will be in charge of developing and implementing overall agricultural practices, DRM plans, emergency management, and early warning information systems at the woreda and community levels. He or she will also be in charge of establishing strategies for integrated disaster risk management, assisting local stakeholders and partners with DRM plan creation, supervising risk management projects, and giving technical assistance on risk assessments and mitigation operations. Furthermore, the role holder will be responsible for establishing and strengthening social institutions such as the Natural Resource Management Committee, the Early Warning Committee, and the Disaster Risk Management Committee in project operational areas, as well as developing an information communication system at the kebele, woreda, and zonal levels. The Economic Recovery Officer (Agriculture, NRM, and DRM) is expected to have extensive experience in crop and livestock production, soil and water conservation practices in both physical and biological conservation areas, and the ability to create long-term livelihood solutions through improved natural resource management practices. Other criteria include experience managing common and private natural resources, as well as integration with a catastrophe risk management system. The job holders are required to have shown expertise in integrated watershed management, particularly in a low-land environment. Knowledge of GIS and the identification of watershed regions recommended for various conservation practices, as well as knowledge of increased forage production with the integration of soil and water conservation practices, are among the other requirements for the position.

Main Responsibilities:

Program management (technical), development, monitoring, and evaluation

·        Conduct preliminary evaluations of climate vulnerability, livelihood and conflict sensitivity, and community capacity analysis, with a focus on resources for traditional disaster risk management and decision-making systems.
·        Hold consultative community meetings on project interventions in agriculture, irrigation, and agronomy.
·        Provide assistance to agro-pastoralists and monitor their agronomic practices, including irrigation water management and livestock production and management.
·        To enhance agro-pastoralist practices, organize a farmer field day and show agronomic methods as well as irrigation water management.
·        Collaborate with government AEWs, community leaders, and local authorities to ensure community participation and support for agricultural and livestock operations.
·        Mapping the current state of natural resource management practice, identifying difficulties and bottlenecks for enhanced conservation practice, and proposing potential improvement plans based on the results.
·        Identify and suggest various and acceptable conservation structures depending on the landscape of the impacted regions.
·        Provide instruction on physical and biological conservation practices to Development Agents and people in the target region.
·        Catchment and watershed regions will be delineated to practice soil and water conservation and produce enhanced feed varieties.
·        Create and execute natural resource management plans and catastrophe risk reduction measures.
·        Provide technical and consultative assistance to community-based structures for implementing and monitoring disaster risk reduction action plans.
·        Conduct environmental assessments and hazard/risk mapping to assist the development and delivery of climate risk information services. Coordinate multi-hazard risk assessments.
·        Coordinate with government stakeholders, agencies, NGOs, and communities on resource management and disaster preparation.
·        Establish criteria for targeted recipients to support catastrophe information management systems, direct community-planned resilience-building programs, and serve as an emergency fund/crisis modifier.
·        Provide advice and leadership across the establishment and strengthen the NRM committees.
·        Support the promotion of climate-positive technology that is suited for the local environment (for example, fuel stoves and green charcoal).
·        Provide assistance with the implementation of cash support for work related to physical and biological NRM activities, as well as governance in general.
·        Ensure the identification and systematic involvement of important NRM governance stakeholders at the local and regional levels in all relevant activities and procedures.
·        Develop and execute a plan for community-led disaster risk management that integrates conventional forecasting with science-based knowledge so that the community may anticipate and prepare for hazards.
·        Contribute to the enhancement of knowledge management in DRM by attending partnership meetings, offering technical advice on project challenges, and monitoring project milestones.
·        Integrate community-based NRM techniques, gender sensitivity, and capacity development for vulnerable populations into all activities as needed.
·        Ensure program implementation is completed on schedule, within budget, and utilizing appropriate MEAL methods to achieve intended results.

Grant Management

Capacity Development

Help identify and register project recipients, ensuring they fit the selection criteria.
Train farmers on enhanced climate-smart agriculture (CSA), agroecological techniques, and nutrition-sensitive agriculture (NSA) methods.
Provide cascaded climate-wise training in animal husbandry, beekeeping, fish farming, and better fodder seed production for families.
Coordination and Stakeholder Engagement

Collaborate with other peer project teams in the field, as well as AO, to ensure that project activities under his supervision go well.

Diploma or certificate in General Agriculture, NRM, DRMS, Rural Development, Forestry, and other related subjects.
2 years of relevant experience in community development.
